Stop guessing on Oregon security deposits. Charge only what that test allows. • Write a specific accounting, mail it first class on time, and use the current ORHA move-out accounting form instead of inventing your own. • Handle Portland’s extra rules when the unit is inside the city: deposit caps, 24-hour inspection notice, required photos, flooring and paint limits, labor documentation, Notice of Rights, and the rental-history form. • Follow abandoned-property notice times without turning leftover belongings into a second lawsuit. • Know when the $250 smoke and carbon-monoxide alarm fee is available — and why most files should get the benefit of the doubt instead of the fee.
